IT has taken about two years to plan for the Jamboree, only the 7th in Victoria, and the 22nd Australia-wide.
A total of 12,000 Scouts, leaders, volunteers and support staff are living in a tent city at Elmore, near Bendigo.
‘Scout City’ has all emergency services on 24-hour call, its own water and power supply, and for the first time in the world, its own airport.

The 13 Cessna aircraft will do 20 minute joyflights for a total of 195 flights a day. Between them they will use 24,000 litres of avgas.

The 24 pilots, all volunteers, will work in rotation, donating $63,000 hours of flying time. They are supported by 31 ground crew. It cost $180,000 to put the ‘airport’ together. That doesn’t include $50,000 for a separate power supply.

The ‘township’ has a purpose-built hospital, with 64 beds if needed. Equipment includes 250 disposable slings, 12,000 pairs of gloves, 1000 band aids, 1500 bandages and other equipment in readiness to treat tiredness, home sickness, sunburn, dehydration, sunstroke, cuts and scratches and a host of other ailments.
There are three consulting rooms, and a pharmacy. Staff include 12 doctors, a dentist, 24 nurses, 30 first aid staff, two physiotherapists, clerical staff, pharmacists and a team of drivers.

The hospital site has been built to resemble MASH, from the television series.

The fire brigade is on 24-hour standby, ready to use water from nearby dams for emergencies.

They have the use of two tankers, a pump unit, utility, buggy and breathing apparatus trailer. There are 39 fire-trained staff.

The police station on site will patrol day and night, with 15 police officers in full uniform sharing duties. All are qualified Scout leaders.

Another 25 volunteer personnel, drawn from the Scouting movement, will act as security back-up if needed. police have the use of a new Mercedes command van.

The police will be responsible for patrols, traffic management, crime prevention, emergency management and policing the onsite licensed premises. They will do breath testing if required.

The Scouting movement started in Dorset, England in 1908, by the legendary Robert Baden-Powell, and today there are an estimated 28 million Scouts and 10 million Guides in 216 countries around the world. It has been estimated that more than 200 million people have been Scouts in almost 100 years.
